National Councillors Forum Convention Opens
The place of Councillors counts the least in the hierarchy of power but the most important for their closeness to the people at the grass roots level took centre stage at the convention. In a paper titled ‘Enhancement of Good Governance at Grassroots Through Proficiency Legislation’, the Former DG of National Institute for Policy and Strategic Studies Kuru, Professor Ahmed Dan Allam said Councillors are key to stabilizing the Nation’s democracy. He urged them to legislate with transparency, accountability, sustainability and inclusiveness. But the Councillors say they are hindered by lack of separation of power, limited tenure and lack of financial autonomy to function.
