Beijing has officially nominated senior National Health Commission official Song Li to succeed Tedros Adhanom Ghebreyesus as Director-General of the World Health Organization, positioning China at the center of a high-stakes leadership contest.

Who is Song Li?

Song Li is a distinguished senior health official at China’s National Health Commission with approximately two decades of experience specializing in maternal and child health policy and international cooperation. Her career includes frontline response coordination for major public health crises, including SARS, avian influenza, and COVID-19.

In 2020, she served as editor-in-chief of a publication focused on COVID-19 prevention and control, which helped shape national guidelines for safeguarding women and children during the pandemic. If elected, Song would make history as the first person from mainland China to head the UN health agency. Hong Kong-born Margaret Chan previously served as the WHO’s director-general from 2007 to 2017.

China’s nomination arrives as Beijing actively seeks a larger footprint within major international organizations, coinciding with a reduction of US engagement in the United Nations system. Earlier this year, the United States completed its formal withdrawal from the WHO under the Trump administration, stepping back from its role as a principal financial contributor following heavy criticism of the agency’s pandemic response and allegations of pro-Beijing bias—claims the WHO has consistently rejected.

Analysts note that China’s bid could expand its sway over global health policy during a period of financial uncertainty for the agency, while also driving broader representation for Chinese officials across international structures.

Scrutiny Over Independence and Transparency

Although Song’s robust technical background strengthens Beijing’s pitch, her candidacy is certain to reignite debates over transparency during the early stages of the COVID-19 pandemic and the balance of political influence within the agency.

The path ahead requires navigating a rigorous selection process: the 34-member WHO Executive Board will review candidates at its 160th session in early 2027, narrowing the field to a maximum of three candidates for the World Health Assembly to vote on during its May 2027 meeting.
