Paris Saint-Germain manager Luis Enrique has praised Manchester City’s achievements, saying the English club deserve their trophies despite a ruling that found them guilty of serious breaches of Premier League financial rules.
Enrique made the remarks on Tuesday, ahead of Wednesday’s Champions League meeting between Paris Saint-Germain (PSG) and Manchester City, as the English club continues to face scrutiny over its financial conduct.
Manchester City were found guilty in September by an independent commission of serious breaches of Premier League financial rules spanning nine seasons, from 2009/10 to 2017/18. The findings included breaches relating to the reporting of financial information and commercial revenue.
The commission also found that City had failed to cooperate with Premier League investigations into the allegations. The case has attracted significant attention because of its potential implications for the club’s reputation and its record of success in English and European football. They have rejected the findings and appealed the ruling. The club has consistently maintained its innocence, while any sanctions arising from the commission’s decision remain pending.

Despite the controversy, Enrique’s comments underline his recognition of City’s achievements on the pitch. The club has established itself as one of Europe’s leading sides under manager Pep Guardiola, winning multiple domestic honours and the UEFA Champions League in 2023.
Wednesday’s encounter brings together two clubs with major ambitions in European football, with both sides seeking to strengthen their positions in the Champions League.
While City’s financial case continues through the appeal process, the focus for both teams will turn to the contest on the pitch, as PSG and Manchester City prepare to renew their rivalry in one of Europe’s premier club competitions.
