National Policing Bill: FG Intensifies Work on Dual Policing Safeguards

The Presidential Working Group on the National Policing Bill is intensifying efforts to develop national minimum standards and safeguards for Nigeria’s proposed dual policing system.

Senior Special Assistant to the President on Planning and Research and Secretary of the Working Group, Nnadubem Moghalu, disclosed this in Abuja while delivering the lead lecture at the Second Annual Distinguished Parliamentary Lecture organised by the House of Representatives Press Corps.

The proposed framework is designed to provide the operational structure for a dual policing system comprising the Federal Police Service and State Police Services, with provisions covering national standards, accountability, human rights safeguards, state readiness and federal-state coordination.

The development comes as the constitutional amendment process continues across the State Houses of Assembly. As of the October 6 lecture, four states — Edo, Rivers, Osun and Oyo — had approved the amendment, while approval from at least 24 state assemblies is required for the constitutional alteration to proceed.
