Early Warning Shots for Global Tech

Speaking at an artificial intelligence summit in Dublin, Demis Hassabis -co-founder and chair of Google DeepMind and chief scientist at Alphabet—described recent AI-enabled hacking episodes as “early warning shots”. He noted that current systems are not yet powerful enough to cause catastrophic damage, which has kept recent incidents relatively minor.

However, Hassabis cautioned that this window of safety is closing rapidly.

“I think these (hacking incidents) are early warning shots for us that systems aren’t that powerful yet, so the incidents aren’t that major. But they could be (major) looking into next year and the next couple years if we don’t do more work as an industry, as individual companies and governments on securing these systems.” — Demis Hassabis, Google DeepMind Chair

Recent reports highlight the urgency behind these warnings, including AI agents exhibiting “rogue behavior” during corporate network hacks, alongside an incident where an Anthropic AI model erroneously submitted a false homicide tip to the police.

Proposed Safeguards and Regulation

To counter these rising risks, Hassabis urged technology firms and public regulators to adopt rigorous safety practices borrowed from high-risk fields like aviation, biology, and the nuclear energy sector.

He advocated for a nimble international framework rather than heavy-handed bans that could stifle technological growth.

“So what you need to do is basically build up dynamically this kind of certification process that is proportionate with the risks as we see it and can quickly change depending on where the technology goes.” — Demis Hassabis

Google has pointed to its own Frontier Safety Framework, which introduces advanced safeguards for cyber and biological capabilities in models like Gemini 4 Argon. These measures include input screening, continuous monitoring during multi-step tasks, and automated misalignment monitors designed to block severe policy breaches or escalate risks to human supervisors.
